Decoding the relaystate URL parameter

Hello. I am trying to understand the contents of the SAML messages flowing between my SP and the IdP. I am using the tool at https://rnd.feide.no/simplesaml/module.php/saml2debug/debug.php to decode/encode the SAML request/response, but now I want to know how to decode the relaystate parameter like this:
ss:mem:cf07dd8dadd6c43134d04e54ea6cae134bf133b6b366d5bf7a003c4ea861cfb9
I assume this somehow contains/points to the original URL the user requested because I can't find that anywhere else in the message. Can someone please confirm/deny? Thank you!
