Can you capture what's coming over the wire? I'm wondering if the encoding on the wire is off, so not necessarily the xml, but the transmission of it. See if FF with SAML Tracer can see/parse the message.

Btw, the ACS URL is completely bogus. Once you get past this error, it will choke on the return trip.
