There is no such community. If you know how to build software on Windows, 
I can probably answer questions on the dev list if you really want to 
build it.

If you file a bug, and provide detailed logging traces for the affected 
cases, then at some future point, I can look at adding logging or try and 
reproduce the issue. There's nothing else I can really do.
