Starting shibd : Could not load a transcoding service

At least that's what all web searches suggested.
Note that I just set this to "de_AT.UTF-8" for testing purposes, and
restarted both httpd and shibd successfully. I don't have iconv
installed either. Minimalistic CentOS 6.6 install.

What was that value before? I'm assuming something other than UTF-8?
