Setting up SP in Apache on windows

I am currently in the process of setting up a SP in my local windows 7 machine on Apache Httpd server. I configured the Apache Httpd for virtual host 443 to load mod_shib_22.so. But, when I start my httpd server, I encounter the following error:

httpd.exe: Syntax error on line 510 of C:/Apache24/conf/httpd.conf: Syntax error on line 249 of C:/Apache24/conf/extra/httpd-ssl.conf: Syntax error on line 13 of C:/opt/shibsp253/etc/shibboleth/apache22.config: Cannot load C:/opt/shibsp253/
lib64/shibboleth/mod_shib_22.so into server: The specified module could not be found.

Can you please let me know what I am missing?
