It disables the SSO function of the Shibboleth IDP.

I'm assuming (based on a lot of guesswork!) that you're fronting your
Shib IDP with another SSO service (CAS, specifically) and that you
could therefore disable Shib's SSO and delegate SSO functionality
fully to CAS.
My guesswork might be fully off, though, so you might need the IDP's
SSO functionality.
