No, that's incorrect. Delete metadata/shib13-* and follow the
SimpleSAMLphp documentation, same as for any other SAML2 entity.

It was correct before, you just messed up something else.
Both SSP and Shib speak SAML2 so there is abolutely no reason why you
should use SAML1 between those two implementations today.
