Well, that's hard. You'd have to define separate authentication handlers, 
do a lot of nasty work, and have the SP signal that with authn context 
class signaling.

You should just customize the one page based on the identity of the 
relying party, which is already covered in the documentation, in the more 
typical guise of displaying RP information.
