That basically means it's doing exactly what the IdP already did before,
favor active results (i.e. SSO) over inactive methods.

As an aside, these are the sorts of things that I really need people to
test for me. I don't have anything resembling this Duo stuff at OSU, so I
can't begin to test these kinds of things.
