Application integration question

Hi,
I'm setting up a couple of IIS servers to use Shibboleth. One is just a web server and that installation went smoothly. The other houses an application - Questionmark Perception - and there I've run into a problem. I do not want anyone to have to log into the application directly so Shibboleth is protecting the entire web server from the root.
Perception needs to be able to access this local URL (a web service) without being required to login.
http://127.0.0.1/qabs/AssessmentDeliveryService.asmx
However at this time it is being presented with a login screen, so will not run.
What would be the best way to allow Perception to access this with no login? Is there a way to set something in shibboleth2.xml so all Windows-Authenticated users are allowed in? Or if the request comes from localhost, it's allowed through?
