targeted-id is a default mapping for a deprecated, broken, legacy,
do-not-use version of the eduPersonTargetedID attribute.

No SP, under any circumstances, should be using it. It should be
translated by the SP config into the proper form using the plugin that was
provided with later versions to assist with the migration from the broken
syntax of the attribute.
