shibd crash on encrypted assertion in ECP delegation

We are testing ECP delegation, and have encountered a reproducible crash
in the back-end SP shibd when we configure the IdP to encrypt assertions
for it.  I created https://issues.shibboleth.net/jira/browse/SSPCPP-619
with some details.
