Adding forced password reset?

I was looking at the Duo MCB module (as a user, not a Java programmer) and imagining a general-purpose MOTD function. If no message applies to you, you're redirected straight to the SP, otherwise you get an interstitial page with whatever we think you need to see (password aging, downtime, deadlines).
