IdP plug(e.g. uApprove) for disclaimer

Hello,

We have a requirement, for one service, to display a disclaimer during user
login. If the user agrees to ToU/disclaimer then user is redirected to SP,
otherwise logged out.

We use Kerberos (& fallback user/password) login handler so putting
disclaimer on login page is not feasible.

I looked at uApprove, but it has much more functionality (release consent
etc.) than we desire. Is there a stripped down version of uApprove (without
DB) or any other IdP plug in to display disclaimer every-time user logs in ?
