Attribute not sending to new SP

You're missing an (active) entry for the attribute in the SP's
attribute-map.xml with name="urn:oid:1.3.6.1.4.1.5923.1.1.1.3"
The distributed version has this file has this commented out as an
example.
ePPN came though without modification as it's active in the
distributed attribute-map.xml already,
