If I reinstall the idp, and have a copy of web.xml in my conf directory, I see..
Using /usr/local/shibboleth-idp-2.4.0/conf/web.xml rather than default web.xml
What it appears to be doing is using conf/web.xml when it builds the
WAR file. My changed one ended up in idp.war/WEB-INF/web.xml
I had hoped that it would use the copy in conf/web.xml as a live
configuration file.
