We have a similar problem, but I use the entity ID of the calling SP
to determine how to skin the login page. It allows us to say that
certain groups of entity IDs get a specific CSS file or images. Since
we already have to know the relationship between the entity and what
their style is, the entity ID works for us. Not sure if that helps
you, but cookies are not needed in our case for this scenario.
