Yes, you have to exchange metadata for this to all work. Your install of
the shib service provider will create an example of metadata for your
particular system. Your partner will need something similar to this to 
recognize your service.

Generally speaking its not a good idea to do both IdP and SP on the same
box unless you really have to. There is a publicly available environment
to give you the other half of the equation, either IdP or SP. This
resource can be found at https://www.testshib.org.
