IIS SP error with BlackBaud BBIS

The vendor maintains that it's not their code.  The application is written
in .NET.  They written something (in .NET) that they say shows that the
POST makes it through their code un-modified.   We're running out of ideas.

Is there anyone on the shib development team that might be willing to work
with us off list to help / provide advice on debugging this issue?  I
cannot promise anything, but this may be a small contracting opportunity.
