REMOTE_USER not coming in http headr.

Also, before you do any of what I suggested in the other email, make
sure REMOTE_USER actually has a value as far as httpd is concerned,
e.g. by looking at the relevent access log from httpd (look for lines
/not/ matching ' - - ').
