Default filter policy for "unknown" SPs?

Transient ID and eduPersonAffiliation

We additionally release ePPN, name attributes (givenName, sn, displayName) and a tweaked single-valued
version of mail for some R&S SPs (since multi-valued mail chokes at least one of those SPs).

All of the InC metadata, plus of course selectively added SP metadata for services not in InC.
