Shibboleth-sp shibd.exe won't start.

Hi, yes, I've just encountered this and your post was spot on.

we upgraded the client software for EMC Networker backup software and this
put itself at head of the queue for the PATH variable.  Shifted it to the
end and shibd.exe runs fine.
