Shib SP fails on MD load with URL

I have a customer that sent me a URL to their metadata.  In ANY browser I can hit the URL and get the metadata just fine.  Shibboleth, however, reports a 503 for the URL.  Logs:

If I put the MD in a file, Shib consumes it just fine.

I am running 2.3.1 SP on IIS 7.

Any idea why this happens?  I have 2 IDPs with this behavior.
