Multiple copies of an attribute?

I agree - that looks totally normal and I have no issue with it (they JUST sent me that).  So I think they are confused and thinking that they will send multiple copies of the role attribute each with a different value.  If this is what they will send, then no issue :)

Other than the attribute itself being made up out of whole cloth, yes,
that's totally normal.

So I may not be understanding the underlying question. That's the normal
way of doing a multi-valued attribute, and is one (not the only) way you
get semicolon-separated values in a header.
