If an organization is a member, then it has a technical contact or two
that are authorized to do that. There's a delegated administration option
that's new, but I'm sure it would have to enabled by those contacts first.

If not a member, it's a legal and financial process to become one and
establish who the contacts are.

FWIW, UCOP is a member.

Any, but primarily incommon-admin I imagine.
