Help needed to create XML message in SAML response attribute

I have wondered though, why the comment in front of logging protocol messages states
"Logs inhound and outbound protocols at DEBUG level" while the other sections just state what type of messages are logged.

What should I read into that phrase " at DEBUG level" - that DEBUG is the only valid or useful logging level for protocol messages?

I'm assuming this is the section that controls logging the SAML2 inbound and outbound messages.
