I have entered case https://issues.shibboleth.net/jira/browse/SSPCPP-568 for
this behavior.

You should be able to get the install to completion by specifying the
installation dir on the command line:

C:\> msiexec /i shibboleth-sp-2.5.1-win32.msi /passive INSTALLDIR=c:\opt\
