If it is not mandatory, well, don't use it.
Don't give it a value. Don't activate it. Whatever.
Kevin already said there is no need to use Artifacts with OIF.

Why keep us all guessing about some completely unrelated software
package when you have all the info at hand yourself, seemingly?
Above it clearly says the SOAP Service URL is for Artifacts. Then (to
name but one example) why did you configure it with your Attribute
Query binding URL initially (and have others tell you that it might
also be for Artifacts and that OIF in fact doesn't even support
attribute queries)?
