I think the SOAP part is wrong. You posted an attribute query endpoint,
but OIF doesn't do that. If they're asking for SOAP, it probably is
talking about artifact resolution. But you're not doing artifacts, or
shouldn't be, so I have no idea why it's trying to use it.
