Using single identity provider for multiple Office 365 tenants

Are you attempting to add a Federated Domain to an already Federated tenant? If so I don't think you can do that without first breaking the trust and then recreate using:
Convert-MsolDomainToFederated-DomainName domain.com  -SupportMultipleDomain
