The only explanation I have is that your observation is incorrect and
that you indeed have filter rules in place that permit the release of
data. Probably you're loading an additional attribute filter
configuration over the network (eg. SWITCHaai and RENATER do this,
AFAIK), or something along those lines.

If you can't find out how this works with the help of the
documentation (which explains how you load the config) I guess you can
always ask your federation operator (or the one who wrote the
documentation you're following; obviously it's not the Shibboleth
documentation) or post your config here (minus any credentials or
other sensitive information),
