No, what Google requires is that you send them whatever value you use to
identify the users. They have no idea on their side how you source that.
If your deployment is such that the username for Google is not exactly the
local userID used at the IdP, then you don't use the PrincipalName
attribute definition and should use whatever is appropriate for your
situation.
