also Scott, i have the below for sessions attribute in shibboleth2.xml
should i have to update the exportLocation url to https ? do you think thats causing the issue ?

            handlerURL="/Shibboleth.sso" handlerSSL="true"

The data has nothing to do with it, diagnosing the cause for a cookie to
be missing is.

The page describes the common causes for this, principally http and https
mixing.
