Hard to say anything specific, given the lack of detail (e.g. the
things I asked for in my previous email).

With huge version jumps (2.1 to 2.4) personally I'd prefer do a new
install on a new machine (a machine set up for 2.1 will have many
other things to update) and once that's working as desired move that
into production.

But you should still be able to use the old configs verbatim with the
new software within a major IdP version (barring bugs).
