"LoginContext key cookie was not present in request" with particular SP

Hello,
I hope this is the right place to post my question. I did try searching the
Web and list archives, but I'm a bit stumped.
I am fairly new to hosting a Shibboleth IdP, but have it up and running. It
works with testshib.org and with about 1/2 dozen third-party SPs.
I am attempting to set it up with a new SP, but get a generic "Error
Message: Error decoding Shibboleth SSO request" in the Web browser. In
turned up log levels and I see things like "LoginContext key cookie was not
present in request" and "No providerId parameter given" and concludes with
"No relying party, nothing to display".
I am not sure if this is a problem on my end or on my vendor's end with
their SP. They claim to be doing standard SAML 2.0. I don't *think* I'm
doing anything different than what I've done with other vendors.
Is there anything I can do to better understand the problem?
Thank you,
Ian
