It would be safest to do a clean reinstall, because that means that you don't need to remember to undo all of the things you've  changed while trying to get it to work.  If you have clean copies of the post-install configuration files, though, you can go back to those instead and see if you can make progress.

In the case of the SP, depending on how you installed, there should be a shibboleth2.xml.dist that you can use.  That's the one you are more likely to want to change, I think.
