If you needed to selectively ignore it from a single IdP, you could use a
filtering rule that accepts the legacy "targeted-id" version if the IdP is
NOT a particular entityID or set of entityIDs.

That's about the only way to do it non-universally.

Otherwise it's irrelevant since it's in a specific header you could just
ignore.
