Thanks. I've made good progress. According to the logs, the DS is now happily loading all three metadata files. I now see the IdP selection screen, but the dropdown is empty. In the logs, I see this:
WARN [edu.internet2.middleware.shibboleth.wayf.WayfService:306] - Could not find Discovery service Handler for https://<my server>/discovery/DS

Does anybody have any thoughts as to what else I might have screwed up? :-)

Yes, this is correct, and the mechanism you found will allow your DS to load both flavors.  This might not be called out to the extent possible in the documentations because earlier protocols didn't require SP metadata and the examples use metadata aggregates that include both IdP's and SP's.

All the IdP's and all the SP's your DS will serve need to be known to your DS.
