Yeah, correct. So I'm out of bad ideas.  A mistype seems the most likely.

The schemas don't generally "lag", they don't require any special care when you upgrade, they're in the jars. So upgrading to the appropriate version with the plugin should be all that's needed to make it available/usable.

Maybe check your war tree, make sure there're no older jars lying around from shibboleth-common.
