SAML metadata validation try two

InCommon publishes a set of modified XSD schema files for you to
reference locally (instead of pointing to w3.org) at
https://spaces.internet2.edu/display/InCFederation/Metadata+Consumption
(pointing to http://wayf.incommonfederation.org/bridge/docs/ )

After w3.org stopped servicing those requests with acceptable response
times I did pretty much the same for local use (as you'll also find
described in the list archives), the difference being that I only have
(and needed) 5 XSD files in there, two of them unmodified, IIRC.

(at the very end of that page).
