Rebuilding the shibboleth srpm

The path for apxs is:
/u01/app/fusion/webtier/ohs/bin/apxs It's weird out put coming out of the
rebuild. If I use $ORACLE_HOME/ohs/bin/apxs I get this error

checking for user-specified Apache 2.2 apxs name/location... "/ohs/bin/apxs"
checking to see if Apache 2.2 apxs was located... no
configure: error: Unable to locate Apache 2.2 apxs script. An Apache
development package may be missing from your server, or you may need to use
the --with-apxs22 option.
error: Bad exit status from /var/tmp/rpm-tmp.1391 (%build)

If I use: --with-apxs22=/u01/app/fusion/webtier/ohs/bin/apxs

 AbstractSPRequest.lo AbstractSPRequest.cpp
AbstractSPRequest.cpp:1: error: CPU you selected does not support x86-64
instruction set

RPM build errors:

checking for apr-1-config... Use of uninitialized value in concatenation (.)
or string at /u01/app/fusion/webtier/ohs/bin/apxs

apxs:Error: /ohs/bin/httpd not found or not executable
/usr/bin/apr-1-config

Also if I do echo $ORACLE_HOME
it comes empty output.  I did not install oracle so I do not know much about
it.
