Multiple IDP Entity IDs with 1 IDP

Entity Ids are correct since testa works perfectly.

The IDP metadata for testa and testb are correct. In fact they are the exact
copy with just the entity id differing. I don't think the problem is IDP
metadata because the error message says that it cannot find one in the first
place. The line "<MetadataProvider type="XML" file="idpmetadataapp2.xml"/>"
under application override does not seem to be read by Shibboleth. Any
thoughts?
