Apache 2.0 EOL

FYI, Apache finally pulled the plug officially on 2.0 maintenance.

I haven't officially ever deprecated or ended support for Apache 1.3
myself, but I am likely to consider doing so for both 1.3 and 2.0 in a
future SP release. While I'm unlikely to remove the builds or code
support, it will allow me to avoid testing, which is increasingly taking
up a lot of time for the older versions.

I will discuss it further in the future when the time comes.
