You may not want/need the element at all.

You don't want to copy the existing XML, you should just use the default security-policies file, unless there's some compelling thing you need to alter.

You can review the Configuration Changes page, but other than the major pare-down getting rid of the old Sessions content in favor of <SSO> I don't think there's much else that's changed significantly for IIS.
