Listener not dispatching getHeaders message

Hi,
               I have built from source an SP v2.5.1 and deployed on two identical (apart from names etc) virtual machines.
               On one system the authentication works fine on the other the application does not receive any attributes and just redirects to the WAYF page.
               I have checked all the configs for Shib, Apache etc and they are all the same (apart from names etc).
               The only difference I can see in the logs is that the working system dispatches the default::getHeaders::Application message and the non-working system does not, it just proceeds to remove the newly created session.
               Can anyone help with where I should look at next?
