As Peter said, you *could* use a Shibboleth SP to achieve something along those lines, but in practice that's pretty complex and there will be other complications depending on your goals.

That use case (proxying SAML) is not one that Shibboleth has particular interest in solving, and there are other implementations around that do a better job of it.
