Logout with new shibboleth sp

so the right way to encode is 

Response.Redirect("https://testsite.mysite.com/Shibboleth.sso/Logout?return=https://myidp.org/siteminderagent/smlogout.asp?AppReturnUrl=https://testsite.mysite.com/app1


i'm presuming the above would be the right/suggested way to URL encode ?

It's not; you failed to URL encode the parameters appropriately, and that
will bite you sooner or later.
