Nothing about that statement is "exact". And this is how session
cookies (HTTP Cookies without an Expires attribute) have always been
handled and has it nothing to do with Shibboleth, SAML and WebSSO.

If there are alternatives that /only/ use cookies with an Expires
attribute that satisfy your needs (in most cases that means
cross-domain WebSSO with rich attribute support) feel free to use
that instead.

And you can certainly change the way your web browser behaves in this
regard (or change the browser so one that does), as I said before.
Or is this for a large deployment with many -- albeit unmanaged --
devices? Running what webb browser software?
