attribute filter rule "PermitValueRule" not working

I looked more closely at pre-2.4 shib-common code and I'm not seeing any reference to that error message other than in the parser for the AND rule itelf.

So I have to maintain that the most likely source of the confusion is the obvious one: you have a different file loaded than you think, or a second one loaded.

I would suggest breaking the syntax in some earlier way and see if you can trigger an expected error that way.
