Shibboleth 2.5.1 blacklist of RSA 1.5

I verified that the settings work in 2.5.1, and that there is extensive
logging on INFO during shibd startup of exactly what it does such that if
there's nothing about algorithms being black or whitelisted, that means
the empty list with no default set is active.

At minimum I'd want logging evidence before I dug any deeper given that
this is an unsupported platform.
